Studying abroad is a great way to expand your horizons by acquiring foreign academic credentials and work experience. Moreover, it opens up to diverse perspectives, which makes you a well-rounded person. You also have the opportunity to remain permanently in your chosen destination country to carve out a better future for yourself. Canada has become a favorite among international students due to its educational quality and post-education opportunities. However, the government has brought about the Canada 2024 reforms for international students. How would this affect your application and student visa process? Read on to learn more.
- A temporary cap on Canadian study permits
In response to the immigration and housing crisis Canada is currently facing, the government has issued a 2-year temporary cap on the number of Canadian study permits issued to international students. This year, approximately 360,000 new permits will be released -a 35% reduction from 2023. It’s also worth noting that each province and territory will allocate study permit caps to their tertiary institutions. That said, territories with the most unsustainable influx of international students will have sharper cuts- for instance, Ontario will experience a 50% reduction in study permit allocation.

How will this reform impact your application success?
As expected, it can become more competitive to secure your study permit due to these caps. However, it’s worth noting that this applies to those seeking to pursue a diploma or undergraduate degree. This means you will likely be unaffected if you are applying for a master’s or doctorate degree. However, you’ll need a the following for undergraduate programs:
A provincial attestation letter when submitted your study permit application
Letter of acceptance
Proof of finances.
Since the federal government has given all provinces until the 31st of March to create a PAL issuance system and processes, international students applying for the summer intake may experience delays.

Alterations in the post graduation work permit (PGWP) eligibility
Prior to 2024, international students who had completed an eligible program were offered post graduation work permits to gain employment in the country. However, following the Canada 2024 reforms for international students, those who start a program with public-private partnership (PPP) institutions will not be eligible for this work permit. According to the Canadian government, some PPP institutions offer less-than-standard education for a significant price, which means their students are taken advantage of. Therefore, this reform will ensure that educational institutions are improving their education standards, while ensuring that international students applying for the PWGP are equipped with the education and skills needed to succeed in the Canadian job market.

Updated cost of living for international students
As an international student, you are required to have up to $20,635, which is the cost of living requirement in 2024. This is an increase from $10,000 in 2023. However, you’ll need at least $15,078 in your proof of support, except you are under the age of 18, where you’ll need $7,541. If you are planning to apply for a study permit this year, you must submit your proof of financial support showing that you have the needed amount. However, you don’t have to pay this money to the IRCC or your academic institution.

Why is there a change in the cost of living?
There have been reports showing the struggles of international students in Canada, especially with housing costs and other living expenses. In response to this, the government decided to revise the cost of living requirement to reflect the more realistic picture of student living expenses. Moreover, an increase in the required funds ensures that students can live comfortably and focus on their studies.
